Derek Graves, Jr.
Chair
Derek Graves Jr. is a Stockton native whose work reflects a deep commitment to leadership, mentorship, and community impact. Born and raised in Stockton, he is a graduate of Chavez High School and earned his Associate of Arts degree from San Joaquin Delta College before completing his Bachelor’s degree in Sociology at Idaho State University, where he attended on a full-ride athletic scholarship.
Graves currently serves as the Head Football Coach at his alma mater, Chavez High School. After taking over a program coming off an 0–10 season, he led the team to a 10–0 season and guided Chavez to back-to-back league championships, marking the first time in school history the program achieved consecutive league titles. His leadership emphasizes discipline, accountability, and building a culture of excellence both on and off the field.
In addition to his work in education and athletics, Graves is serving his second year on the City of Stockton Planning Commission. Professionally, he works as a Behavior Counselor, where he supports youth and families through relationship-centered, structured guidance. Having relied on public transportation growing up, and now seeing firsthand how access to reliable transit affects his student-athletes’ ability to get to school, practice, and opportunities, Graves brings a grounded, lived perspective to his role with RTD and the importance of equitable, dependable transportation for the community. His approach to leadership is grounded in consistency, personal responsibility, and the belief that strong daily habits lead to long-term success for individuals and communities.
Aaron Edwards
Aaron Edwards currently serves as a Director with RTD in Stockton, California, bringing more than 20 years of leadership experience across public service, business and economic development, community outreach, and organizational governance. A seasoned civic leader and strategist, Aaron has worked closely with elected officials, nonprofit organizations, and community stakeholders at the city, county, and state levels. His background includes advising mayors, county supervisors, school board trustees, and legislative offices on policy development, community engagement, and initiatives that support equitable and sustainable community growth.
Aaron has extensive experience in business development, partnering with local nonprofits and community-based organizations to strengthen operations, expand funding capacity, support workforce development, and advance programs that deliver measurable community impact. With experience in regional transit operations and community-focused transportation initiatives, Aaron has helped lead efforts that elevate equity, inclusion, and historical awareness within public transit and civic spaces. His work has included initiatives honoring historic and cultural figures such as Rosa Parks and Cesar Chavez, reinforcing the role of public transportation as a connector of communities and shared history.
Aaron has also served on numerous boards and commissions for the City of Stockton and San Joaquin County, including a decade-long tenure on the Parks and Recreation Commission, where he served multiple terms as Chair. In addition, he is a retired sports coach, award-winning community advocate, devoted family man, and legacy builder committed to strengthening Stockton through inclusive leadership, service, and mentorship.
Geneva Moorad
Geneva Moorad is a Director on the Board of the San Joaquin Regional Transit District (RTD), where she brings a community-centered perspective and a commitment to public service. As a Stockton resident, Moorad is focused on ensuring that public transportation remains accessible, reliable, and responsive to the needs of working families, students, seniors, and transit-dependent riders throughout San Joaquin County.
Moorad’s service on the RTD Board reflects her belief that strong transit systems are foundational to economic opportunity, educational access, and community well-being. She understands firsthand the importance of dependable transportation in helping residents get to work, school, healthcare, and essential services, and she is committed to strengthening RTD’s role as a connector of opportunity across the region.
As a Director, Moorad is dedicated to transparency, fiscal responsibility, and advocating for service improvements that reflect the real experiences of riders. Her approach is rooted in listening to community voices, supporting thoughtful investment in transit infrastructure, and ensuring RTD continues to evolve to meet the changing needs of San Joaquin County residents.

Governance of the District
RTD is governed by a Board of Directors consisting of five members. Meetings of the Board (unless otherwise changed or called by the Board):
Date: Third Friday of each month
Time: 10:00 a.m.
Place: 421 East Weber Avenue, Stockton, CA
Appointing Authority
- Two members appointed by the Stockton City Council
- Two members appointed by the San Joaquin County Board of Supervisors
- One member appointed jointly by five members of the San Joaquin County Board of Supervisors and five members of the Stockton City Council
- Each Director serves a four-year term
Qualification: Applicants must be a resident of RTD’s service area for at least one year prior to appointment
District Officers
- Chairperson: Elected annually in January by the Board
- Vice Chairperson: Elected annually in January by the Board
- Secretary: Chief Executive Officer
Remuneration for Directors
$100.00 per meeting of the Board of Directors and committees (maximum of $500.00 per month); mileage to and from meetings; necessary travel expenses as authorized by the Board and in accordance with RTD travel procedures.

- Establish RTD policy
- Select Chief Executive Officer and Legal Counsel
- Provide for governance of RTD

- San Joaquin Regional Transit District Act, as set forth in the California Public Utilities Code, commencing with Section 50000
