Administered by San Joaquin Regional Transit District (RTD) as the Local Access Fund Administrator (LAFA).
As the designated LAFA for San Joaquin County under the California Public Utilities Commission (CPUC) Access for All Program, RTD is pleased to announce the launch of its Call for Projects (CFP) for Fiscal Year (FY) 2025–2026.
Program Overview
The Access for All Grant Program supports equitable transportation by increasing the availability of wheelchair-accessible vehicles (WAVs) across San Joaquin County. This program empowers individuals with disabilities to access essential services, employment, and community activities with greater independence.
The Access for All Program was created under Senate Bill 1376 to improve on-demand WAV services for individuals with disabilities. This funding is generated from fees collected from Transportation Network Companies (TNCs), such as Uber and Lyft.

Who Can Apply
Eligible applicants include:
- Public transit agencies in San Joaquin County (e.g., RTD, Lodi, Tracy, Manteca, Lathrop, Escalon, Ripon, Mountain House)
- Non-profit organizations
- Private transportation companies must be compliant with California Public Utilities Commission (CPUC) requirements and provide on-demand WAV service.
Applicants must provide or contract to provide on-demand WAV service and meet CPUC requirements (e.g., safety, insurance, operational capacity). Private companies do not need to be non-profit but must meet these requirements.
